A newly released Harvard CAPS/Harris poll, published on February 24, shows that while U.S. voters support negotiations between Ukraine and Russia.

They strongly oppose territorial concessions and favor U.S. security guarantees for Ukraine.

The poll highlights widespread opposition to excluding Ukraine’s leadership from the negotiation process, with 59% of voters against the idea of the Trump administration sidelining Ukrainian leaders. Additionally, 55% oppose the exclusion of European leaders from such talks.

Territorial concessions remain a divisive issue.

A majority—57%—oppose pressuring Ukraine to cede land to end the war.

But 66% support providing Ukraine with U.S. security guarantees in exchange for concessions.

Furthermore, 61% believe these guarantees should be contingent on Ukraine sharing revenue from rare earth elements to help repay U.S. military aid.

Concerns over Russian expansion also resonate with voters. A significant 63% believe that if Russia successfully annexes Ukrainian territory, it will continue advancing into other countries.

Meanwhile, Russian leader Vladimir Putin has signaled a willingness to cooperate with the U.S. on mineral trade, including resources from temporarily occupied Ukrainian territories.
