President Joe Biden stated on October 29 that Ukraine should respond if North Korean troops enter its territory. Biden’s comment came after reports that North Korea sent troops to help Russia in its war with Ukraine.

A Pentagon spokesperson separately stated that Russia’s need for North Korean troops shows a “dire situation” with its manpower.

NATO Secretary General Mark Rutte confirmed on October 28 that North Korea has sent around 10,000 troops to Russia, with some already positioned in the Kursk region, according to U.S. intelligence.

When asked about these troops in Russia, Biden acknowledged his concerns, adding that Ukraine should strike back if they cross into Ukrainian territory. He didn’t go into further detail.

On October 28, Pentagon spokesperson Major General Pat Ryder confirmed that a small number of North Korean soldiers are in the Kursk region, with thousands more expected soon. Defense Secretary Lloyd Austin also noted that additional North Korean reinforcements are on their way.

A South Korean delegation is scheduled to visit Ukraine later this week to share intelligence on North Korea’s troops in Russia and discuss ways to work together.

North Korea’s involvement comes as Russia’s campaign in eastern Ukraine’s Donbas region has picked up speed, with Russian forces advancing faster than in recent months.
