Ukraine has completed all necessary steps to begin negotiations for joining the European Union, according to Ursula von der Leyen, the head of the European Commission. She announced this at the Conference on the Restoration of Ukraine in Berlin.

This plan is key for Ukraine to receive multi-billion euro EU macro-financial assistance in the coming years. She stressed that because of this progress, Ukraine deserves to start accession negotiations with the EU.
"Ukraine has completed all the steps that we have identified. And that is why we believe that the EU should start accession negotiations with Ukraine by the end of this month," von der Leyen stated.
On June 7, the European Commission gave a positive verbal assessment of Ukraine’s progress on European integration reforms. This endorsement follows the November report on EU enlargement.
Despite the European Commission's positive stance, EU member states have not yet reached a consensus on starting negotiations.
Hungary has raised objections, causing a delay in the decision-making process.
