The European Union’s top diplomat, Josep Borrell, has reportedly informed member states of “compelling evidence” that a Chinese factory is involved in producing “lethal aid” for Russia.
Develop and Produce Attack Drones
The allegation, reported by Digi24, centers on the factory’s role in manufacturing attack drones for use in Russia’s war in Ukraine.
European intelligence sources revealed in September that Russia had established a covert program in China to develop and produce attack drones.
According to a senior EU official cited by Politico on November 15, intelligence reports indicate the existence of a Chinese facility producing drones that are then shipped to Russia.
Denies Involevement
It remains unclear whether Beijing is aware of the factory’s operations.
China’s Ministry of Foreign Affairs has previously denied any involvement, with an EU diplomat acknowledging there is no direct evidence linking the Chinese government to the production.
However, the diplomat added that it is “hard to imagine” such activity occurring without Beijing’s knowledge.
China has maintained a neutral stance in the Russia-Ukraine war but has deepened its economic ties with Moscow, becoming a key supplier of dual-use goods that bolster Russia’s defense industry. Beijing has also opposed Western sanctions against the Kremlin.
Ukrainian President Volodymyr Zelensky claimed in September that Russia is using Chinese satellites to gather imagery of Ukraine’s nuclear facilities, potentially for future attacks.
The EU is considering potential responses to the reported drone production, including further sanctions on Chinese companies.
Current EU sanctions already target firms supplying dual-use goods to Russia’s military. A U.S. response is also expected, with President Joe Biden set to address China’s support for Russia during the APEC summit in Peru.
The White House has signaled that Biden will convey “deep concerns” over China’s assistance to Russia in its war against Ukraine.
