Finland and Ukraine are deepening their cooperation in civil protection.

On March 19, Finnish President Alexander Stubb and Ukrainian President Volodymyr Zelensky agreed to establish a new "civil protection coalition", reports the Kyiv Independent.

This partnership aims to help Ukraine strengthen its defenses against ongoing Russian air attacks.

Finland plans to bring in more international partners to support the initiative. Ministers from both countries signed the agreement on the same day.

Details are expected to be released soon, but no information has been given yet about the funding for additional air raid shelters.

The agreement was announced during Zelensky’s visit to Finland, which began on March 18. He arrived with First Lady Olena Zelenska for official meetings.

During a press briefing, Zelensky emphasized the significance of the coalition, pointing out Finland’s long history of civil protection measures.

"Our nations understand what it means to be neighbors with Russia," Zelensky said. "Finland has a strong tradition of effective civil defense, and today we discussed how to expand this expertise."

He also stressed that Finland’s leadership in this coalition is crucial, especially given the uncertainty surrounding Russia’s commitment to limiting attacks on civilian and energy infrastructure.

This latest effort builds on Finland’s ongoing support for Ukraine. On February 26, Finland announced a military aid package worth 660 million euros ($691 million).

Stubb reaffirmed Finland’s commitment to standing with Ukraine.

"Finland will continue to provide strong assistance. We stand with Ukraine and will remain by its side for as long as necessary," he said.

Earlier on the same day, Finland and other Nordic and Baltic countries urged the European Union to take concrete steps to speed up Ukraine’s membership process.

They emphasized the need for stronger support as Ukraine continues to defend itself and rebuild under difficult circumstances.

This new coalition reflects the growing cooperation between Ukraine and its allies.

As Finland seeks more international partners, Ukraine will gain valuable support in protecting civilians and strengthening its resilience against ongoing threats.
