As Poland works to modernize its military, expanding defense partnerships has become a key priority.
Deputy Defense Minister Paweł Bejda's recent visit to Sweden underscores the importance of international collaboration.
The talks, held on January 28 in Karlskrona, revolved around deepening military ties and advancing the Orka submarine procurement initiative, with Sweden as a potential supplier.
According to Portal Obronny, Bejda met with Swedish Deputy Defense Minister Peter Sandwall to discuss joint projects and industrial cooperation.
The program aims to acquire new submarines to replace Poland’s aging fleet, which currently consists of a single operational vessel, the Soviet-built ORP Orzeł.
Focus on the Orka Program
The Orka program is central to Poland’s efforts to revamp its navy. Warsaw plans to acquire two to four new submarines, either through purchase or leasing, with compatibility and interoperability within NATO’s Baltic operations being top priorities. Sweden's Saab, already collaborating on other Polish defense projects, is among seven contenders for the contract.
In recent years, Poland has procured Swedish-built early warning aircraft and Carl Gustaf grenade launchers. Saab is also engaged in constructing two reconnaissance ships for the Polish Navy. Both nations have emphasized the strategic importance of bolstering security in the Baltic region.
The Orka initiative has garnered significant interest from global shipbuilders. In 2024, Poland's Armament Agency reported that 11 entities, including firms from South Korea, France, and Spain, expressed interest in the project. Deputy Minister Bejda highlighted the need for long-term partnerships that include domestic production capabilities and technology transfer.
Modernization and Regional Alliances
Military modernization has been a long-term goal for Poland, with the Orka program included in multiple defense plans since 2013. Defense Minister Władysław Kosiniak-Kamysz stated that final decisions on submarine procurement are expected by the end of 2025. His ministry aims to sign contracts with a selected partner and ensure deliveries align with Poland’s broader defense strategy.
Poland’s renewed focus on submarine capabilities is part of a broader push to reinforce regional alliances. “Strengthening cooperation with Sweden contributes to building a robust regional security framework,” Bejda emphasized. Both nations agreed to continue dialogue and pursue joint defense initiatives in the coming months.
