Ukrainian President Volodymyr Zelensky has stated that U.S. President Donald Trump does not yet have an official plan to end the war in Ukraine.
Speaking to reporters, Zelensky dismissed speculation about reported U.S. proposals, saying, “What is in certain publications… I am sure that this is not an official plan of President Trump.”
Zelensky warned that numerous reports will surface regarding potential peace plans—some accurate, others misleading—but stressed that Kyiv has its own vision for ending the war. He also noted that discussions with the U.S. on a joint approach have already begun.
"Our teams will work together; there can be no plan separately from anyone, even from the United States," he said, as cited by The Moscow Times.
Trump’s Camp Divided on How to End the War
Before taking office on January 20, Trump had repeatedly vowed to end the war "quickly" if elected. His advisers have since debated various strategies, including one proposed by Keith Kellogg, now serving as Trump’s special envoy for Ukraine.
Kellogg’s approach reportedly involves freezing the conflict along the current front lines and pressuring both Moscow and Kyiv into negotiations.
But no official proposal has been presented yet.
Earlier reports suggested Kellogg planned to unveil a U.S. peace plan at the Munich Security Conference (February 14-16), but he later denied this. Instead, he clarified that Trump would only present a plan once his team had fully developed it.
"That won’t happen next week," Kellogg said. "We’ll have big discussions with senior leaders in Europe and then get back to the U.S. president with what we’ve learned."
According to NBC News, sources within the Trump administration are split on how to achieve peace in Ukraine:
National Security Adviser Mike Waltz and Kellogg advocate tougher pressure on Russia to halt its advances.
Others reportedly favor cutting aid to Ukraine, believing this would force Kyiv to seek peace faster.
Despite these differences, Kellogg has downplayed any internal conflict, insisting that Trump’s national security team is united.
"The president will use every lever of American power, if necessary, to end the carnage of the last three years," he said.
