President Volodymyr Zelensky of Ukraine has disclosed that the military has proposed the mobilization of an additional 450-500 thousand people.

This suggestion was made at a recent rate meeting, but Zelensky emphasized that the issue is still being refined and requires more concrete justification.

During a press conference on December 19, Zelensky remarked that the military's request is in response to the defense needs of Ukraine, including potential counteroffensive actions and addressing personnel deficits.

However, he labeled the proposed figure as "very serious" and noted the need for more compelling arguments to proceed with this direction of action.

Zelensky pointed out that such a decision involves considerations of people, justice, defense capability, and finances. He stressed the need for specifics, questioning the implications for the existing Ukrainian army, which is already substantial in size.

He highlighted the need to address rotational issues, vacations, and comprehensive planning in any mobilization law, ensuring fairness and respect for the soldiers.

The President has not yet seen a demobilization plan, which he considers a critical aspect of this proposal. He expressed his expectation that the military leadership will address all army requests, including business trips, vacations, and transfers.

The military has been tasked to involve the Ministry of Defence and the Minister of Digital Transformation in digitalizing some processes, considering the complexities of mobilizing people both within Ukraine and abroad.

Zelensky also raised financial concerns, estimating that mobilization at this scale could cost Ukraine an additional UAH 500 billion. He emphasized the need for clarity on funding sources from the Minister of Finance.

The comprehensive plan prepared by the military will be presented to the staff and communicated in the Verkhovna Rada, which will have to approve any legislative changes related to the mobilization. Zelensky concluded by underscoring the importance of maintaining resilience and potential while ensuring justice in the mobilization process.
