JD Vance, the Republican vice-presidential nominee, admitted in October 2023 that he refused to take calls from two top Ukrainian officials: Kyrylo Budanov, the Chief of Defence Intelligence, and Mykola Oleshchuk, the Commander of the Ukrainian Air Force.

This information was reported by The Washington Post, based on personal messages provided by blogger Charles Johnson.

In these messages, Vance expressed strong hostility towards the Ukrainian government and rejected their requests for help from the United States.

This incident occurred about three weeks after Republicans in the House of Representatives blocked a military aid package for Ukraine.

Vance reportedly said, "Dude, I won’t even take calls from Ukraine. Two very senior guys reached out to me. The head of their intel. The head of the Air Force. Bitching about F16s," making it clear he wasn’t interested in talking with them about their concerns.
