Russia Builds New Naval Base in Georgia with Potential to Strike Ukraine

Russia is speeding up the construction of a naval base in Oceamcire, located in the separatist region of Abkhazia in Georgia, as its Black Sea Fleet faces increasing pressure from Ukrainian strikes.

Limited Current Infrastructure

This region, controlled by Russia and pro-Russian separatists since the 1990s, offers Moscow a secure location beyond the reach of Ukrainian drones and missiles.

Oceamcire is over 700 kilometers (435 miles) from the nearest Ukrainian-controlled territory, making it a potential safe haven for Russian warships, according to Ziare.

However, the port’s current capacity and infrastructure remain limited, lacking the deep-water capabilities needed for larger naval operations. Still, satellite images show ongoing expansion, including port dredging and new buildings.

Under Russian Control

Abkhazia, internationally recognized as part of Georgia, has been under de facto Russian control for decades. Russia first stationed warships in Oceamcire after its 2008 invasion of Georgia, consolidating its grip on the region. Now, Moscow is accelerating efforts to make this port a key naval hub.

In October 2023, Abkhazia's Russian-backed leader Aslan Bzhania confirmed that an agreement had been signed with Moscow to establish a permanent Russian naval base in the district. While specific timelines remain unclear, construction is already underway.

This development could have broader geopolitical consequences, drawing Georgia further into the conflict. Ukrainian President Volodymyr Zelensky has vowed to strike Russia’s Black Sea Fleet wherever it is stationed, including in Georgian territory.
