European Commission Plans AI Factories with Major EU Investment

The European Commission announced that seven initial proposals for AI Factories have been submitted under EuroHPC’s guidelines.

EuroHPC, the EU’s joint high-performance computing initiative, launched a call for proposals in September.

The funding call will remain open until December 31, 2025, with the EU contributing nearly €1 billion from its Digital Europe and Horizon Europe programs, matched by member states, according to Digi24.

These AI Factories aim to establish a European ecosystem for training advanced AI models and developing AI-driven solutions.

Built around the EU's world-class high-performance computing (HPC) network, these factories will serve a wide range of European users, including startups, industries, and researchers.

The AI Factories are expected to significantly enhance Europe’s AI computing capabilities.

Independent Panel to Review Proposals

The seven proposals, involving 15 EU member states and two associate states, underscore strong interest in the initiative.

Countries submitting proposals include Finland (in partnership with the Czech Republic, Denmark, Estonia, Norway, and Poland), Luxembourg, Sweden, Germany, Italy (with Austria and Slovenia), and Greece. Spain is also preparing a proposal with Portugal, Romania, and Turkey.

An independent panel will now review the proposals. The first selected AI Factories will be announced in December, with operations launching shortly afterward.

These AI Factories will combine key ingredients for AI success: computing power, data, and skilled talent.

Using EuroHPC supercomputers, they will support developers in creating large-scale generative AI models, while providing access to data, computing, and storage services.

This networked initiative will strengthen Europe’s collaborative framework in AI and align with member states' national AI strategies.

The AI Factories will also integrate Europe’s testing, experimentation, and digital innovation centers, creating a dynamic AI ecosystem.

These facilities are expected to advance AI applications across vital sectors such as healthcare, energy, automotive, defense, aerospace, robotics, manufacturing, clean tech, and agriculture, according to the Commission’s statement.
