Ukrainian President Volodymyr Zelenskyy has stated that North Korea has, in practice, joined Russia’s war against Ukraine, based on reports from Ukraine’s intelligence services.

During a meeting with the High Command, Zelenskyy said, “One of the main topics was a report from our intelligence services—both the Foreign Intelligence Service and the Defense Intelligence of Ukraine—regarding Russia’s plans for the fall-winter period. The details were comprehensive. North Korea has, in fact, entered the war.”

Zelenskyy warned that any nation supporting Russia in the conflict will face consequences: “Whoever helps Russia, we will respond as harshly as necessary to defend Ukraine. We will also work with our partners to ensure Russia’s plans fail, and this is achievable. That is exactly what will happen.”

In his video address, Zelenskyy mentioned a new strategy aimed at pushing Russia toward a fair resolution of the war.

He plans to present this strategy to European partners soon, saying, “Of course, the Victory Plan will be made public. It will include the initial feedback we've received from our partners.”

Zelenskyy also referred to a report by Oleksandr Kamyshyn, noting that Ukraine has procured and deployed one million drones to the front lines using state funds.
